You fracture the target’s psyche into fragmented thoughts. One creature you can see must make an Intelligence saving throw. On a failed save, it takes 5d10 psychic damage and cannot speak, cast spells with verbal components, or communicate telepathically.   At the end of each of its turns, it may repeat the saving throw. On a success, the effect ends. While affected, the creature also has disadvantage on Intelligence and Charisma checks.
