This pocket watch has a number of charges equal to your Charisma modifier. You regain all expended charges when you finish a long rest.

Borrowed Time. Once per round on your turn, you can expend a charge and attempt to steal a fragment of time from a creature you can see within 60 feet. The target must make a Constitution saving throw, with DC dependent on the action type you attempt to steal: action (DC12), bonus action (DC15), or reaction (DC18). On a failed save, the creature loses the chosen action on their next turn. On your next turn, you gain an extra use of the type of action taken.
