The device causes one person within the range to become hysterically fixated on one object, despite how mundane the object may be. For one minute, the target cannot do anything but laugh at the object hysterically.   The target must make a WIS saving throw against your spell save DC or become fixated on an object/person of your choice, who they will remain laughing at until they or the target is harmed, or until the device's effects ware.
