A phaser-like device which you may hold up to the mind of a creature within range and which you can see. Once you activate the phaser, a blast of light blinds the creature and causes them to experience a terrifying scene right out of their nightmares.
The creature affected by this device must make a WIS saving throw. Upon a failure they become frightened of you. During each successive turn in which they are frightened, they may re-try the saving throw at the beginning of their turn. Upon a successful save, the effect ends.
