Wondrous Item Magical Rare
Books made by a specialized guild in Sigil, the city of doors. Known as the chroniclers of the Weave, they study and research magic and it's application throughout the planes, and somehow their own magical tomes, or copies at least, end up finding their way all throughout the multiverse, including the prime material plane. People who happen upon the books can typically learn the spells inside, with 8 or so hours of study and application, as long as the user can cast spells prior to reading the books. Those without spellslots can cast the spell once per short rest, those with spell slots can use them to cast the spell as normal.
