When you blow the whistle, you summon a familiar as if you cast the find familiarspell as an action instead of the 1 hour casting time of the spell. If you already have a familiar, blowing on the whistle will instead cause it to adopt a new form, or cause it to reappear if it was dismissed or destroyed. (Like the spell already does.) You lose your familiar if you lose attunement to the whistle. (No passing the whistle around to give everyone a familiar.)
