Ice Walk. The dragon can move across and climb icy surfaces without needing to make an ability check. Additionally, difficult terrain composed of ice or snow doesn't cost it extra movement.
Death Throes. When the dragon is reduced to 0 hit points, it explodes in a burst of frigid energy.
Each creature within 30 feet of it must succeed on a DC 15 Dexterity saving throw or take 90 20d8 cold damage.
Legendary Resistance (3/Day). If the dragon fails a saving throw, it can choose to succeed instead.

Cryogenic Longbow. Melee Weapon Attack: +19 to hit, range 150/600ft, one target. Hit: 17 1d10+12 piercing + 17 1d10+12 cold damage.
Arctic Blast (Recharge 4-5). Cast a variant of Ice Beam at 7th-level without expending a spell slot.
This variant differs in that, the range becomes 150ft, and any creature within 5ft of the target is also slowed.
Cold Breath (Recharge 5–6). The dragon exhales an icy blast in a 60-foot cone. Each creature in that area must make a DC 19 Constitution saving throw, taking 54 12d8 cold damage on a failed save, or half as much damage on a successful one.
