Take Root. Creatures that are inhabited by a Seed of Madness automatically fail their saving throws against a Whisper Fiend’s spells.
Innate Spellcasting. The Whisper Fiend’s innate spellcasting ability is Charisma (spell save DC 18, +10 to hit with spell attacks). It can cast the following spells, requiring no material components

Multiattack. The Whisper Fiend makes two Psionic Claw attacks.
Psionic Claw. Melee Weapon Attack: +9 to hit, reach 5 ft., one target. Hit: 7 (1d6 + 4) slashing damage plus 7 (2d6) psychic if the target is frightened. damageIf the target is not afraid, it must make a WIS save (18) or become frightened of the Whisper Fiend until the end of its next turn.
White Shock (Recharge 6). The Whisper Fiend takes the moment of panic in the eyes of its prey and destroys its will with a horrific glare into its soul. A creature, that is frightened and within 60 ft of the Whisper Fiend, that can see the Fiend must make a WIS save (18) or drop to 0 hit points and all their hair turns stark white.
Terrorize. When a creature that is frightened by any means moves away from the Whisper Fiend, it may use its reaction to move up to its speed after the creature and make a Psionic Claw attack against it, if it gets in range. Opportunity attacks made against this movement have disadvantage as the Whisper Fiend dissipates into a cloud of ephemeral smoke.
Whisper fiends are abominations, creatures of abhorrent madness born from the darkest recesses of imagination. Unlike other fiends from the Hells, Whisper Fiends operate independently from the Devilsh and Demonic hierarchies. Made of smoke, darkness, and pure terror, a Whisper Fiend is only limited by the constraints of the terror they invoke in others. While they seemingly have no motive other than to taunt and terrify, all Whisper Fiends flock to the beck and call of the Goddess of Nightmares, Ammoralite, spreading Her frightful presence to the conscious world while She wreaks havoc in the unconscious through their nightmares.
