The cobbler is one who is never without a job, and it's not uncommon for even a modest town to have several cobblers. A cobbler's job is to repair the soles of shoes. The soles of shoes wear relatively quickly and need to be replaced fairly often. It's in fact not uncommon for the commoners to have only sandals in the summer months. The cobbler generally does not make shoes, but sometimes in smaller towns the cobbler may also be the one who makes the shoes. Look towards Cordwaining for that.
